you have upto 3 per year you gotta go to the new console and add your profile and set as home console

for a reset on the Home console counter you will have to contact official Xbox Support (via Phone or Microsoft Support Chat) they are the only ones that can determine if you are eligible for such reset.

When you reach the limit of home console changes you will need to either wait until the required time has elapsed and you can then change it again yourself. You can also try contacting
Xbox Support and ask if they will allow an additional home console change.
