Request a call back specially under I don't recognize a charge

And open an unauthorized access case

This will lock your account till it is secured and they will ask you to secure it with new info

Here's how to contact Xbox Support:

"Chat Support:

> Visit the Xbox Support website: https://support.xbox.com/en-US/contact-us/
> Click on the "Contact Us" button in the right of the screen.
> Select the issue you need help with and click on the "Next" option.
> Sign in to your Microsoft account.
> Follow the prompts to connect to a live chat agent.

For Callback Support:

> Select Xbox One
> Select See more options then subscription changes
> Select Show Contact options
> Select Request a call from support

Once they call explain the issue and they will be able to help you. Note that these options regularly change so just keep selecting something that gives a request for a call from support as a contact option.

If you're unable to contact them, try again at a later time."

Also, since you mentioned that you have been hung up during calls, try to contact them through Live Chat Support for better communication based on my personal experience.

According to the Xbox Support website, refunds are typically issued for requests meeting the following criteria as supported to this article. Request a refund for digital games | Xbox Support.

• Requests are made within 14 days of the purchase date.
  
• Requests are for games in which you haven’t accumulated a significant amount of play time.
  

Unfortunately, it seems that you cannot redo your refund request once it has been denied.

However, you can try contacting Xbox Support directly through their website. They may be able to help you with your refund request. You can contact Xbox customer support in several ways. You can call them at 1-800-469-9269. They are available Monday to Sunday from 6:00 am to 5:00 pm Pacific Time. I haven't refunded it yet, but when I want to cancel it, it won't let me because I've already paid.
