Can I purchase a game/add-on on one account, sign out of that account, and use it on another?

It seems to be a little more complicated with the Series s and x now as the account that to be set to home on the console that you'll use the most for other accounts to use some/all of the DLC.

My Series X is set to home on my main account and the other accounts can use any digital games and DLC no problem but on my Series S it's problematic to what DLC can be used since it's not my main accounts home console.

I was under the impression that any DLC (well, some exceptions obviously) installed to a console can be accessed by any profile on that console, providing the DLC was purchased by the primary account and was connected to XBL? Is that not correct?

In order to be able to share games, you will need to make your Xbox as a home console following the steps mentioned here Designate a home Xbox | Xbox Support

Please keep in mind, things such as DLCs, in game account rewards or reward points in general are not part of the home sharing

concept; therefore, this will only be visible or linked to the main account.

Unfortunately, any additional game purchases/add ons will only take effect on the account that has installed them.

alternately, you can cross-play with the other account which will make both accounts have access to these add ons.

Keep in mind that you can only be signed into a single account at a time. You must sign out of your account in order to sign into another account. More information on this can be found here.
