Can I play games from cloud gaming on the normal game pass?

That's for all games. Cloud gaming and remote play are 2 different things. For cloud gaming the games have to be on Game Pass Ultimate. Remote play is just a way to connect you to your console, so you would be able to access almost everything you can your console normally.

Only games that are on Game Pass can be played on the cloud. Elden Ring is not on Game Pass, so is not on the cloud.

You can only play games via the cloud that are both part of game pass, and you have a game pass ultimate subscription

You cannot play random games from the Windows store, you have to install anything not part of Game Pass

Yes, I do agree that there should be a better way to clear our cache than restarting our system, that's a bit much, imo. And I had no idea this problem affected the past gen consoles, as well. And yes, the only cloud-based games that would play, from Game Pass, are the ones that were not installed, they have to be played, specifically, through the cloud. However, fortunately, sometime later, yesterday, my Game Pass games started back working, normally, again. I hope the issue has been resolved on your end, as well.
