Can I play downloaded games on Xbox one signed in as different account?

I have never owned an Xbox one S before and I just recently bought a used one from some guy. He said it has like 12 games downloaded so not like a physical copy like a disc. And he left his account logged in. So if I log in to my account will I still be
able to play the games?

Xbox Play Anywhere question

Say I have a play anywhere game such as Sea of Thieves downloaded on my Xbox One and PC. Can I play on PC with someone who has his/her gamertag signed in playing the game on my Xbox One (all happening in 1 house)?

 

Games on Demand: Offline play

Hey Invoked. As far as content licensing goes:

• The account who downloads the game can play it online and offline on the console it was
  originally downloaded on.
• Other accounts can play the game on the same console it was downloaded on when connected to Xbox Live. Not playable on other accounts when not connected to Live.
  
• The account who downloads the game can play it when connected to Live on a different console than the one it was
  originally downloaded on.
• On other consoles than the one the content was originally downloaded on, other profiles cannot play the downloaded content.
  

 

If he leaves the console set as his Home console, you will have access to the games. However, if he ever changes that setting, you will lose access to them.

 

Okay. I Believe that was his only Xbox One. I traded him for it. So if i try to sell it one ebay can i advertise it as coming with all the games downloaded as long as he doesn't change the home console setting

 

It's best not to advertise it. If you sell it, it would actually be best to factory reset it and change it so it is no longer his Home. Digital content ownership cannot be transferred or sold to anyone else.
