can i play a 2 player game with 1 controller and a phone?

Usually most fighting games that you want to play split-screen on the same Xbox require that each controller be signed into two different accounts. So player 1 with controller 1 needs to sign into an account, and player 2 with controller 2 will need to be
signed into their own account too. Then, when you are on the multiplayer screen in game, you should see both profiles detected as player 1 and player 2.

Another reason this is happening is that both controllers are assigned to the profile logged in as player 1. Xbox controller settings also allow a controller to automatically sign in and assign to a specific account once the controller turns on. Also make
sure that Co-pilot settings are turned off to prevent two controllers from being assigned to one profile.

Best way to assign controller's to the profile's is to go into your games and apps library and opening the Xbox Accessories app. Select the controller and scroll down to the 3 dots for more options. From here you can assign the controller to profile 1 (player
1) and profile 2 (player 2).

Usually it is in order of gamepad connection or the way they join your lobby.

My advice is to remember the order you turned on the controllers and the order you logged those Guest profiles on the console

Controller 1 is Player 1, so he should be the first to join the lobby.

Controller 2 is Player 2, so he should be the second to join the lobby.

Controller 3 is Player 3, so he should be Third to join the lobby.

Usually, Split Screen games associate the top left corner to Player 1.

The Top-right to Player 2. The Bottom Left to Player 3, and the bottom right to Player 4.

Some games choose a bigger screen for player one when playing with 3 players on the same screen.

So it will be.

Player 1 on the bigger screen.

Player 2 on the bottom left.

Player 3 on the bottom right.

With a slight modification to your instructions I was able to get two players configured using these steps:

1.) On the Dashboard > Have each player use a different controller to sign into their own account

2.) Person using controller 1 - Launch Bankshot Billiards 2

3.) Person using controller 1 - Select Local Multiplayer

4.) Person using controller 2 - Select the game you want to play from the menu then press the Start button on controller

5.) A screen will appear prompting for additional users to join the game

6.) Person using controller 2 - Highlight the account that has not been added to the game yet and press Start button

7.) A player setup screen will appear to configure preferences - each player selects "A" to place there status into "Waiting" mode. When the 2nd player makes preference changes and selects "A" the game starts with two players configured.

NOTE: some Games like Powerstar Golf which are "round based", which you can also Play 2 Player with only 1 Controller. If you have just 1 Controller, you can pass the Controller to your neighboor and Kinect should recognize that now a other guy is playing.

(Needs Setup of Kinect and perhaps also a second account) I^ve only tried it once.

With Xbox One, there is no 'player 1' or 'player 2' until you start a game and designate each player into a slot. On the home screen, anyone can take control through Kinect's recognition abilities and be the 'dominant' profile, even if controllers are swapped.
As such, the controllers don't indicate those player slots because the controllers can be changed at any time.
