Can I mod a game that I have bought on my Xbox while on my PC?

You cant mod on console, and to play that game on pc you will need to purchase from steam, epic, gog etc, it is not available on pc via microsoft store/xbox app.

no, what you can do is transmit the xbox image to the pc, but that's about it.

I have two accounts, One for the Xbox, which the character is driving level 5, that was bought on disc.

I have a PC version that was bought on my PC account, that driver level is 44.

I am trying to play while logged in with my diver level 44 account but it says I do not own the game. I check my purchase history and there is nothing, only game cards are shown which I never bought on my PC account. All my games are gone, Forza Horizon 4, Forza 7, Minecraft it only shows game cards.

Thank you for posting on the Xbox forums.

Unfortunately, you cannot mod or configure the game files of games downloaded through the Microsoft Store. The files themselves are locked from any kind of configurations. If the game has a specific language available, then it should download in that language
based on the language you have set in Windows and the Microsoft Store. Most developers will include language options in the game settings, but that is up to the developer to include those options.
