lock digital game to an account

Is there a way to lock a specific game (that I bought on my account) to my account?

My brothers have an Xbox One and allowed me to buy Fallout 4 on there awhile back, problem is every single time their friend comes over he plays it on his account and downloads a crazy amount of mods!! They're in my game now too, and I don't want them. My brother says I can just go on his friend's account and disable the mods every time I play but his account is password protected. I keep making him delete the mods and promise not to download more but it seems every time he leaves there's at least 30+ new mods on my game! Is there a way to lock his account from playing my game or just lock my game to my account? This kid is driving me up a wall here

Confused about sharing digital games and license transfer

Okay, can someone clear this up about transfering licenses for the 360? Let's say I wanna share Destiny with my friend. I buy the digital copy and I download it. Then my friend on her own separate 360 goes onto my account and downloads it. Now she did a license transfer to her account. She should be able to log onto her own account after she's done playing Destiny and play it. People are saying you would have to be on the account that purchased it to play it, and you have to be connected to Xbox Live at all time, unless you were on the console where the game was first purchased on, then it would be available for all the profiles on that console. Are they including if you do a license transfer or not? Because to my knowledge, once you do a license transfer on let's say account A to console B, then any accounts on console B can play any games that account A owns.

I Know he hacked my best friend because he gave him his email and then once he was on my friends account he messaged me asking if he could have my email and password to license transfer a game and i foolishly gave him the information thinking it was my friend.
I know it was a very stupid mistake on my part

I have a question. Btw my gamertag is . Me and my little brother have to share my xbox 360 slim, but he also has his own account. It gets really frustrating wanting to play when he's on it. I plan on buying him his own xbox 360 so he wont bug me about
never getting to play. However, theres a problem. If I get him a new console, I'll want to transfer his data to the new xbox. Heres where the problem is. When I first got my xbox slim I transferred all my data from our old white xbox 360 to the slim and left
all my brother's data unchecked thinking it would stay on the white xbox. Unfortunately, I was wrong. Anything unchecked during the process was deleted so he lost all of his data. He has since made a new account with new data which is on my xbox slim. If I
buy him his own xbox slim is there a way I can transfer his data over to the new xbox and still be able to keep all of my data on my xbox?

Update. This is also happening playing any 360 games on my xbox one X and Series X. I share my account with my son and whilst he can play all games online no problem, as soon as he tries a 360 game it tells him he needs a gold account..something not quite right.
