No. That game is not a Play Anywhere title, so you would have to purchase it for the PC if you want it on the PC.

You cannot redeem code on Minecrafty Dungeons site. I tried it and it didn't work. It worked on Microsoft store site, i can see in microsoft store, that i have Minecraft Dungeons. On Minecraft Dungeons site it still shows i have to buy it

I bought minecraft starter pack and minecraft dungeons hero edition when i bought my xbox one s and when i put in minecraft it said it was with game pass and not the CD and i didnt get my minecoins and also i bought minecraft dungeons hero editition entered
the code it said it was the hero edition but when i played it i got nothing and it was normal minecraft dungeons

You would have to purchase it for PC if you want to play it on PC. You wouldn't be able to download it for free just for owning it on PS.
