Can I delete Xbox games while my Xbox is powered off like the opposite of downloading them.

No, it's not possible. You can only uninstall games and apps using the console.

The thing is, nothing is my queue downloads to the 360 even while the system is turned on. It just sits there and my download queue doesn't empty at all. I thought I could start downloads on the web while the 360 was powered off as long as background downloads
were enabled and auto update games was on, it would push the download queue to it while off. Guess that is a xboxone feature. So basically I have to keep my 360 powered on for me to download what's in my queue, then when I power it off, it will keep on downloading

Still doesn't help me though since nothing is downloading while the 360 is on. What else can I try? Thanks!

You can download games with the console off. In settings select Power and Startup and set your console to instant on. This will enable background downloads while the xbox one is off.

Hello Jesse, I've looked into the method you've suggested and it only shows games that I've deleted in my all owned games section on my new Xbox, if I were to delete the games on my old Xbox and then download them on my new one from the all owned games section would that work? Also if I were to delete add ons off of my base games so I can download them without problems would I have to rebuy the add ons?

You can do 2 things to help. Clear cache by holding the Power Off Button on the front of the console. Or reset your Xbox back to Factory settings BUT KEEP your games and apps. Don't delete them like I did.
