If by Microsoft Points you mean "real world currency" on your Microsoft Account, then yes.

You can buy Games on Demand with prepaid money on your account. (Microsoft Points were discontinued several years ago).

However, be aware that Xbox 360 games on demand can ONLY be bought on a real Xbox 360 with money on your account.

Xbox 360 backwards compatible game on demand titles on a Xbox One or the Xbox Website have to be paid with a payment option like Credit Card or PayPal.

Xbox One downloadable games however, can be paid with with account credit.

Microsoft points were discontinued in 2013. If you're trying to purchase it with currency on your Microsoft account balance, you would have to make the purchase using a 360 console.

You can purchase games using currency on their respective consoles: You can use currency to buy Xbox 360 games ON the Xbox 360 just like you can buy Xbox One games ON the Xbox One, but you cannot purchase Xbox 360 games on an Xbox One using microsoft currency.

That would be a great idea if you could redeem microsoft rewards points to buy xbox 360 games but sadly the xbox 360 marketplace works diffrent than the xbox one. The 360 won't accept balance points only credit cards, paypal, etc. Unless you log onto
an actual xbox 360 console.

Due to the way Xbox Live used to sell games and content with Microsoft points and now uses currency, it's not been possible to buy Xbox 360 content using your account balance on either Xbox.com or the Marketplace on an Xbox One.

To buy Xbox 360 content on the website or Xbox One therefore requires a debit or credit card attached to your account.
