Can I access my xbox live account on my xbox one and also my 360

how can I access my xbox 360 live account to my new xbox one?

I have had an Xbox 360 system for years and have purchased many games and been an xbox live gold member for years. I have multiple games (approx. 50) in my xbox 360 library and have not changed my account at any point in time. When I got an xbox one I
put my account information into it so that I could access and continue with my current xbox live gold account which I have always had. The xbox one did not connect to my xbox 360 online library of games that I had purchased in the past. I figured they were
not able to be accessed because they were not compatible with the new system but have not been able to access or even view them without going to my xbox 360 account on the actual console. My dilemma is, is there anyway that I can access my xbox 360 online
library with my xbox One or even access the xbox 360 online library via computer with my online xbox account as it doesn't let me access those games either.

Is it a setting that I need to change or what gives as I can't seem to figure it out?

Clearly your not understanding what im asking. I have done all that, clearing cache, moving, deleting and redownloading my account. I have checked my internet and its fine. I can access my xbox live account on the xbox one s but I cannot access it on the
xbox 360. it has to be something else. you are already telling steps that I have already done. so I guess my account access on my 360 is completely inaccessible.

My Xbox 360 device is not permanently banned, I can still access the internet and Xbox live with my second account on the console, so that’s not my issue. My issue is that I cannot add/download my old, very first Xbox live profile/account to my Xbox 360 because the ACCOUNT is permanently banned, not the console. And again, this is not a password issue. I still have full access to the associated Microsoft account and still use it very frequently, I just want to be able to download my profile and access my old game saves OFFLINE, but I can’t because it stops the profile from downloading because it’s banned
