    They disabled that for a while because of all the people trying to change custom gamerpic , no ETA on when they will re enable it

    The option to do so has been temporarily disabled. If you go to https://beta.support.xbox.com/ there's
    a notification right near the top of the page. No ETA about when it'll be turned back on.

    Here's a few other sources you can site on the issue. The decision was made, to temporarily disable the service, in favor of the increased server traffic in light of recent worldwide events... this is to make it easy on the moderation of Xbox Live's public
    content/user generated content by Enforcement and other Xbox Live service moderators.

    There's currently no info on when its gonna be re-enabled.
