Can buy, but can't download Plants vs. Zombies Garden Warfare 2 on the Microsoft Store website.

I had PVZ GW2 Deluxe edition on my Xbox One. I wanted to try to transfer the game to my gaming PC (all the data and stuff) without paying for it again.

I tried downloading it on the Microsoft Store app, but I couldn't because it's unable to download on this PC. Once I saw it wasn't on the Xbox Play Anywhere list, I had no choice but to buy PVZ GW2 again.

The game was in my library in an account with this error, and I switched accounts just to see I can buy it, no errors to be seen (I used the xbox app to look for it, but once i updated it, it doesn't have the "View in Microsoft Store" option or something). Once I searched the game on the app, It's nowhere to be found. I have searched it with no typos, no errors at all. I had to resort to the website. I bought it, but can't download it. It shows me this:

"Where do you want to install?

It looks like you don’t have any applicable device(s) linked to your Microsoft account. To install, sign in on a device with your Microsoft account."

I have 2 devices that are connected: This PC and my Xbox One. It shows none of them as options. How do I fix this?
