No. Not in itself. Hard drives are mechanical with platters (disks) motors and read/write heads. They are mechanical. Being that they are mechanical and contain moving parts, they can fail and they can do this all on their own. And a failing hard drive can
manifest many different types of issues.

Only SSD drives contain no moving parts.

No, absolutely not, it's impossible.

You said your drive doesn't always turn on. Can you tell us what the drive is please? May I suggest in the first instance you replace the USB cable on the drive. If that doesn't work, you may have to connect it to a PC and run a diagnostic check on the drive
for errors.

Not just plugging it in no. As the drive is formatted for Xbox One it won't appear in Windows, unless you run 'Disk Management'. If you initialise the drive in Windows disk management it will likely no longer be seen on your console.

But you may need to format it for Seagate 'SeaTools' to check your drive for errors. You get the software

This option is not available unfortunately if it is a game pass game. If you own it then you can find it on the drive and back up the files. You could maybe try saving it to an external hard drive before uninstalling it. But, if the game is corrupt then
the save you put on the external will be corrupt.

Are you using an External hard drive? A corrupted External hard drive may cause issues as well such as deletion of some installed games.
