Call of duty won’t let me download data packs

So I have been trying to play call of duty modern warfare, but it says I am missing a data pack (multiplayer/Special Ops Compatibility pack 2). However when I select it in the game menu it doesn’t redirect me to where I can download it. I also checked to see if I have it already and just manually download but no luck. I tried uninstalling and reinstalling everything but no luck and even manually searching for it in the Xbox store. Nothing has worked so far and I have waited several weeks now to no avail. What do I do?

Hi, is it possible for me to receive codes for the Content packs for Call of Duty Black Ops Cold War. They are not able to be downloaded through the store. Let me know if this is possible.
