This is an known issue at the moment with alot but not all owners wether on the NXOE or not its still giving the same problem heres the know issues regarding this problem from xbox.com

Multi trillion dollar company and the problem still not fixed, BO3 advertised day one Giant with season pass purchase or deluxe edition yet i can't play them, sueing for false advertisement

I have the same issue. Funny how there is never an issue to charge our credit cards but so many issues with things not working. Is there any way to get a credit or to return this unusable content?

Please just make sure you're signed into your email linked to your Xbox account and that the game is available for Xbox before you make the purchase.

Thanks for reaching out to us! We understand it can cause worry when items are missing from a purchase. I would like to ask, which version was purchased for Black Ops 4? For instance,

Digital Deluxe Enhanced Edition,
Digital Deluxe Edition, or the
Standard Edition. The items will be received for the DLC within the game tile once they have been published. They should appear under:

Press Xbox Button > My Games & Apps > See All > Call of Duty: Black Ops 4 > Manage Game > Add-ons.

Items will be shown under Installed or ready to install. Let us know if there is anything missing still.
