Call of Duty Black Ops 3 - License Error/Not helpful support

I just spent about 10 hours on chat support before they told me that they didn't have the right tools to help me and that I need to contact the bank to file a challenge. Here's my situation:

I recently bought COD Black Ops 3 on the Xbox Store, and it began downloading. However, once it finished downloading, it said that I don't own the game. I got a confirmation email from both Amex and Microsoft saying that indeed I had. However, once I checked
on my games, there was no record of the transaction. (Once again, I got a confirmation email from Microsoft). I got on support, and they told me that an error had caused the license to expire. They suggested that I go to Activision (the publisher) and ask
them for a new game token, claiming that the publisher is in charge of all licenses and game tokens/codes. However, once I got to Activion, they claimed that in fact it was the Xbox Store in charge of all codes, retail, and licenses. They told me to show the
Microsoft reciept/confirmation email to Microsoft support. Then I got on to a chat with Microsoft Support again. Finally, after much debate and showing of proof, they said that in fact it was an error that caused the game license to delist or something. However,
they said that because there was no record of the transaction in the billing records of the account, they wouldn't be able to refund it. (I understand their logic here, if there is no listed record of the transaction then there is no option to refund it).
However, when I asked if they could provide me with a game code to redownload it, they once again claimed that they weren't in charge of any retail codes, game tokens, or licenses (even though it was from the Xbox Store). As a last resort, I asked them if
they could provide me with a Microsoft currency voucher or gift card code so I could rebuy the game. But they said that they couldn't provide Microsoft currency in my case, and that they could only give Microsoft currency on a case-to-case basis. Furthermore,
when I asked them what they meant by case-to-case basis, they informed me that they weren't allowed to share their policies with customers.

At this point, I would like to add that errors such as this have happened in the past for DLCs and such, but they were always able to help me. It seems that they have implemented new policies that in fact make it harder for support to help us.

If they were able to do their job with the tools they one had, and need, that would be amazing!

Can't purchase games

Hi,

Are you getting the white screen on your console or on Xbox.com? Can you try to purchase call of duty: Black ops 3 online here: Microsoft
Store (Black ops 3) In addition, do you get any sort of error codes that accumulate after a while when trying to purchase something?
