    Have you checked all the info, payment acct + other is current, at

    If so, suggest you contact a Billing Agent. You can choose Option 1 after finding your country's support line: See

    but a faster way to speak to an Agent is to go to
    http://xbox.com     - sign in there if you can - then go to
    http://support.xbox.com/contact-us?xr=footnav#0:2:5     Click on Request A Call and type in a few lines explaining your issue and you will get called back quicker than if you waited in queue on hold.

    As Age of Empires has a PEGI rating of 12 (and an ESRB rating of Teen) you should meet the criteria.

    Best thing would be to contact Support and have them look at your account. First you should have the parental account linked to yours to look at your account settings as it sounds like its set to disallow purchases.

    If you (or whomever made the account) inputted your age as less than the ESRB age for the game (Age of Empires, in this case), then Xbox LIVE will not allow you to buy the game. You will have to go onto your parents' account to download the game or wait
    until your account thinks that you are old enough. Sorry.
