The only games that can be played on the cloud are those on Game Pass and it would need an Ultimate subscription. HL isn't on Game Pass

If you buy the game, then you need a console to install it on.

Guess you have five options:

1: Buy a high end gaming PC to play your games at 4K

2: Buy a PlayStation 4 to play your games at 1080p (sometimes)

3: Wait and buy a PlayStation Neo to play your games at 1080p

4: Wait and buy an Xbox One S to play your games at 4K (upscaled)

5: Wait and buy an Xbox Scorpio to play your games at 4K

If you were to buy Game Pass Ultimate, that would be true and you would be able to play the game and play online. However, for people who only buy Game Pass Core, the game is not available through that subscription and they would need to buy the game. If the game is eventually removed from Game Pass, you wouldn't be able to play it without buying the game either.

Just a friendly reminder though that for refund concerns there is a dedicated team which sis the refund team. In this case, you may need to reply to the email that was sent by them in that way you can get this sorted out.
