Buying a game that only has the dlc bundle but you already own the dlcs

First, welcome to the Xbox community. Unfortunately for licensing reasons ACTIVISION does not offer the basic version of this game to buy separately. The only versions that are available in the store are:

Call of Duty: Black Ops III - Zombies Deluxe

Call of Duty: Black Ops III - Zombies Chronicles Edition

Unfortunately, even if you already have these contents, you will need to buy one of these versions.

Is Chapter II only available as part of that bundle? Is that intentional?

There's no way I'm purchasing an $143 bundle that includes a game I already have access to and a bunch of DLC I already own to get a bundle of DLC that only retails for $35. I've got to think this is some sort of store error.

Since you did purchase a game second hand and the original owner has already redeemed the code for the DLC, this does mean that you would need to purchase that DLC on your own.

That is the pitfall of buying second-hand software. While you may well get a lower price, if there was something else in the bundle (as you saw, with DLC, bonus levels, etc.), that will most certainly have been used.

Many games will let you buy the DLC separately, and potentially at a lower cost if the game has been out a couple of years. But the only guaranteed way to get all the DLC and such in the bundle is to buy it new. I have bought used software that did have a code
that wasn't redeemed, but I was definitely VERY lucky.

Yes, this new DLC came out today. However, it is already included in the bundle. Also, the bundle is in my purchase history, and it recognizes that I own the first DLC and the bonus that came with the bundle, but not the new DLC.

It's absurd but I think this bundle I bought is only the DLC and did not contain the base game and that is why the game won't install. I was under the impression I was buying the game as it claimed at the time to be bundled with the game for $17. I own all the DLC for a video game I thought I had boughten and it's asking me to buy it again at full price.
