why is it that you can't buy backwards compatible games with your Microsoft account money but you can buy dlc content

The 360 store is set up differently from the store on the One/website. They have never been updated to work with the currency system for 360 content so in order to use your account balance, you would have to make the purchase on a 360 console.

Are you trying to buy One games or backwards compatible games? The Microsoft account balance cannot be used to purchase backwards compatible content on the One.
