BUG Voice commands not working when controller is off XBOX

Watching Netflix,voice commends via connect "xbox pause" or "xbox play" does not work IF the controller is off. If a controller is on, it works fine. When no controller is on I way "xbox pause" the xbox appears to hear me via the icon in the upper
right of the screen, but does nothing UNTIL if turn on a controller. Then the command is executed.

Xbox On Command Doesn't Work

I have the exact same problem. Everything was working fine. Turning on and off using voice commands. No changes made to settings. My xbox froze when I tried to shut it off using the controller. I powered off and back on. it was on the same frozen screen.
I had to unplug the xbox for it to go away. Ever since then the xbox on command does not work. All other voice commands appear to be working. Come on xbox lets get this stuff taken care of....A fix please!!

So I've found that if you turn on your xbox one through "Xbox On" voice command with your controller being off on start up and you join a party voice will come from the speakers/TV and same with your voice input. However if I turn on the Xbox with
my controller and join a party it works fine with the voice coming from the headset. I don't know if that is just me or is the same issue that others are having, just wanted to try to help out

*I usually have to turn the console off then on again to make
the sounds go to the headset if already turned on by voice command (turning the controller off then on wouldn't fix the issue)

Cortina does not work in Canada yet. So no command via voice turns the unit off. Xbox on still works but it will no longer shuts the box down. Have to use controller or power on unit. Defeats the voice command and the kinesthetic not 100% working.
Microsoft please get Canada in the region for Cortana sooner than later.

If you go into the settings section and disable Cortana the console will switch back to the legacy Xbox voice commands.

If, for whatever reason, Cortana isn’t what you want, you have the option to go back to the original voice control model using the "Xbox" command. When you switch, here’s what you’ll lose:

Headset voice control

Expanded commands and voice recognition

Voice-to-text input (dictation)

You can bring back Cortana at any time.

To revert to the original voice control model:

Double-tap the Xbox button to open the guide.

Select Settings > All settings.

Select System > Cortana settings.

In the snapped window on the right, highlight the On switch, and press the A button to turn it to Off."
