    When you say 'fresh install' are you talking a totally fresh install? As in completely wiped the drive before you reinstalled the OS? Used a different delivery device (a brand new USB Flash drive). With another download of the Windows Media Creation tool?

    If you have done a totally fresh install, the including the above, this issue could be caused by many different things. Pinpointing it, may prove tricky.

    1. RAM Issues: Faulty RAM modules are a common cause of BSODs, even with a fresh install. Memory problems can manifest in various errors, including "Kernel Heap Corruption" and "IRQL Not Less Than or Equal." Test your RAM using a tool like Memtest86 to identify any errors.

    4. Power Supply Issues: An inadequate or failing power supply can cause system instability and BSODs. If possible, test with a different power supply to rule this out.
