The BC program for the Xbox 360 ended in 2010, no more games have been made available since. You can pretty much forget about it becoming BC on the Xbox One/Series X|S as not only will it likely have some complex long expired licensing, it was a pretty bad game.

Wikipedia says:

The game was highly anticipated, but was almost universally panned by critics. It has an aggregate rating of 35.51% on GameRankings.[1] It was a runner-up for GameSpot's annual "Most Disappointing Game on Xbox" and overall "Worst Game of the Year on Xbox" awards.[2] The most often cited complaints were about inadequate controls and combat lock-on system, low-quality graphics, frequent loading times, bad plot and voice acting, and the lack of any in-game tutorials. IGN regarded Quest of the Dragon as vastly inferior to the Game Boy Advance game Bruce Lee: Return of the Legend.[3] In 2011, UGO.com included it in their list of 102 worst video games ever created, calling it "as close to blasphemy as the fighting genre gets.

You can get Bruce Lee by beating the game on one of the higher difficulties. Maybe the other character too.

Either way the complaining is pretty annoying.

Cause Bruce Lee is awesome and ea... are butchers. They can't even make a proper game anymore. And they implemented the freemium model, except you have to buy the game. Day one purchasers would be stuck with Bruce Lees' torso and would have to get the
season pass to use his legs, head and arms not being available until Bruce Lee '17 is released.
