Brought Spyro months ago let me play once now says my purchase declined

It let me play for about 30mins then iturned it off and went to bed went 2 play the next day and it said ihave to purchase the game but its installed on my xbox one s

Okay, so I haven't played xbox in a few months; around January I stopped to focus on schoolwork. So a few weeks ago, I get a bill from microsoft on my paypal account, for the autopay for 60 bucks. My paypal doesn't even have that much in it, so it automatically
declined; but I would have declined it if I had the money, because I havent been playing. A few days ago, I got a 3 month live card from my step brother as a gift, and now, not only will microsoft not let me use it because I declined the payment, but it won't
let me do anything for xbox live, even though my account on xbox.com says I still have xbox live gold. ...Whenever I press the my account button on xbox.com, it says a glitch occurred, and when I try to fix it on my xbox, it says go to xbox.com/account to
fix it... -_- Suggestions?

 

Online purchased game not unlocked

I purchased the expansion pack for Little nightmares Secrets of the Maw, I played it once about a month ago, was going to replay it, now it says it’s locked! And does not show up in my games.
