Brand new Xbox controller not charging

Last week I purchased the "Xbox Rechargeable Battery + USB-C Cable" -- https://www.microsoft.com/en-us/p/xbox-rechargeable-battery-usb-c-cable/8thsbp49z46x and "Xbox Wireless Controller - Shock Blue" -- https://www.microsoft.com/en-us/p/xbox-wireless-controller/8xn59crbsqgz
for PC gaming (Windows 10)

I received them, and they work great while connected via USB. I've played... 8+ hours with it connected directly. However when I went to play wirelessly A) the battery level says its critical (even though its been charged for more than 4+ hours). And
B) while it does provide power to the controller it continually loses bluetooth connection to my laptop. I never had this issue with my oldschool 360 controllers with the USB dongle thing.

I'm assuming B) is because the battery isn't charged.

But... for A) -- I don't understand why its not charging? Those two things I purchased above are compatible with each other right? And the controller can be charged while playing?

Every troubleshooting I'm reading about says to check for the light to be on the USB cord. Well this new cord doesn't have a light?? How can you tell if these new controllers are charging?

I have the same issue with 3 brand new controllers and 3 brand new plug and play batteries. Controllers work just fine with the cable and battery removed, but do not charge when the battery is installed. Ive tried different xbox live accounts and a different
xbox, still wont charge the battery.

Yes, that's how he's been playing by using regular batteries instead of the rechargeable ones.

Try some conventional AA batteries and see if they work.

Please make sure that your controller is updated . If a elite controller check you button mapping . Also make sure that the batteries are brand new , or a fully charged pack

I just used regular copper top batteries for about 4 days, then when they went almost dead I installed my EBL brand 2800 mAh batteries right from the charger fully charged and within 30 minutes controller was disconnecting and I
could play. This is with the Project Scorpio. Must be the new xbox X needs more voltage than rechargeable can provide. Copper top volts was over 1.6, ebl2800 was 1.4 fully charged. with controller that came with Scorpio or my brand new elite controller.
