Bought the wrong edition of a game without knowing.

Today, I purchased Wreckfest for my friend so we could play together. I sent him the gift but he cannot play it. We soon discovered that since I bought the gift from my Xbox console, that it sent him the console specific version of the game. The problem is he does not have a console to play the game, only a PC which was our intended target. There was no way to tell that I was buying the wrong version of the game since the description for the game says, "Playable on Consoles" But the PC says, "Playable on PC." I either want a refund of the game so I can buy it again for him on PC this time, or for the version I bought to be replaced with the PC version so we can play together like I originally intended.

If they haven't redeemed the code yet, you can request a refund. However, if they've already redeemed the code, it is no longer eligible for a refund and there would be no way to exchange it. https://support.xbox.com/en-US/help/subscriptions-billing/buy-games-apps/refund-orders

When looking at games in the store, there is a section that will tell you where a game is playable.

How long ago did you make the purchases? In some ocassions it can take up to 48 hrs for a transaction to appear.

Also if the charge is not there it could mean that it was held for some reason. Have you contacted your bank to check that?
