Bought game on game store, won't download

Yeah I have tried all of those steps, I bought the game from the store not on the game pass and I still have no answer. The error code that comes up says that it needs the actual game to be downloaded but it won't download the game . Currently the game is uninstalled and trying to re download it. I will attempt to send a video

I bought the game when it came out and bought the season pass later. I just read on the Tomb Raider web site that if you own the game and the season pass you will get it for free. It said to download it from the store. It started downloading and then quit.
It is more than half way through but won't finish.

It still won't download and I download/buy any other dlc it's just the dlc from the pacific rim in game dlc store and that's how I bought the dlc but it just download so I'm thinking that the makers of pacific rim need to fix it

When you purchase content from one store, that content won't migrate to another one, given that you didn't purchased or downloaded the game from that store to begin with. The credits you've bought on the Microsoft Store won't migrate to your Steam title.

I bought warzone though the Microsoft rewards section. Now it won't show I've bought it. What do I need to do. I can download it from owned games but the store doesn't show I own it. How do I fix it?
