Bought a used xbox 360 console. Parental code seems locked to the console. Cant reset

You can use the
Xbox 360 console control reset page if you have forgotten a code or need to clear a purchased console's parental lock!

The parental lock on the console can only be reset by inputting a secret button code somewhere in the settings menu.
The button code is unique to each console.

You will have to contact Xbox Support via phone or chat. Just tell them you bought a used console that still has the parental locks on it, provide the serial, and they should walk you through the process.

If you don't know the code to disable the parental control lock on an Xbox 360 console, you can always call up Xbox Support to have them help you reset it.

Last I remember, there's a secret button code you input in the system settings menu. The code is unique to every console. Provide the customer representative your console's serial number, and they'll walk you through the steps on resetting the parental lock.
Lots of people also do this when they buy a used console with a parental lock on it as well.

I believe you have enter a secret button code (unique to every console) somewhere in the settings menu in order to reset it. An Xbox Support agent will tell you what that button code is.
