borderlands 2 saves on x box 360 not updating to my xbox one

Im having the same problems myself. iv loged into the game on my 360 made a fresh save of the character im wanting to transfer. I clicked upload character. It says upload completed. Then i log into the borderlands 2 game on my xbox one and i click cloud
save and the only option it gives me is upload current character. No option to download. If i click upload it asks me if i want to override the character i have all ready saved and it lists the character im trying to get to my xbox one. I have tried swapping
the disk from my 360 to my one and repeating the process like 8 times now and it just does the same thing over and over. I really want to play the game again but im not going to bother if i have to start over from scratch and loose every thing. Note i am using
the base version of borderlands 2 not the handsome jack collection as i already purchased all dlc when it was released.

In Borderlands 2 main menu go to cloud saves, there should be an option to upload current character. If you upload the character you want to play on your Xbox 1, you can then download the character on the backwards compatible version on the one.

If I remember correctly, I made fresh local saves on my 360, transferred them to cloud in the storage settings on my 360. You also need to upload your character to the cloud, then download it one the xbx1 and you should be good to go.
