    Id expect it to be the same as the previous dlcs where you would have to have access to a certain fast travel point to access it or possibly a certain level

    You have to beat the game first.

    I just tried with a character that hadn't beaten the story & was able to access it without any issues.

    You can also go to the character select screen & you have the option to create a new character that will be at level 30 & play it that way.

    As far as I can see you only need to be at the point in the game where fast travel unlocks.

    Just go to a fast travel point & it's the very top destination.

    Are you talking about the new dlc Commander Lillith and the Fight for Sanctuary? If so you have to go to a fast travel and it should be at the top of the list.
