Bo3 digital personaliztion pack not showing

First check if you can download this following this steps

In your games list, focus on a game, press the Menu button  on your controller, select Manage game and add-ons, select the game box in the upper right corner of the screen, then choose Manage installation on [drive name]. This will show a list of items including the base game and any available add-ons or game features. Select the checkbox for each item you want to install (or uncheck to uninstall), and then select Save changes.

If that doesn't work, please uninstall the game, then power cycle the console, reinstall the game and try again please

Can you provide a photo of this error?

Do you own BO3 on disc, or digitally?

Is it a digital copy? if not is there any scuffs or such on the disc? How full is your hard drive? is it the same on all discs or just BO3?

I got a refund from where I bought it and then bought an Xbox Series X and my digital version of BO3 works fine.

There are only 2 things showing up from the Manage Game screen:

- The Digital Deluxe (main game)

- The Desperate Measures DLC mission

If I go to the Store and look at the Season Pass it shows I own it but there is no option for installing it (no button whatsoever). If I look at the add-ons for the game, nothing related to the Covert Pack is even showing up. I see a bunch of currency packs,
praxis packs, breach packs and an assault and a tactical pack but they all are listed for purchase (not showing I own any of them). It's like the Covert Pack doesn't exist.
