Blocking then Unblocking Someone

This is gonna be an awkward discussion. But i have a friend whom had a falling out and stopped talking. We ended up blocking each other on Xbox Live and recently became friends again. Started talking and tried playing games again. The only problem is that
I cannot add this person on xbox live. The friend says that they do not have me blocked on their account anymore, but they cannot add me and i cannot add them.

Please keep in mind that while i was blocked, i had changed my xbox gamertag in the process and im assuming that screwed with everything. Anyway, the issue is that now they cant add me and i cant add them at all. The button just doesnt seem to work when
i go on their profile. And clearly im not blocked if i can search this person up.

Whats even worse is that i cant play other games (like Warzone) with the person because it also says im blocked on that platform as well. I couldnt search up the user or get a friend request sent to them inder any circumstances. If the unblock/block button
on someones profile is pressed, make it for goodness sake. This xbox stuff is so messed up and really hard to tamper with. I am on PC and not on an actual xbox and none of the companion apps are able to fix anything and neither is the site. Ive tried all scenarios
and options and i still cant add my friend. This is ridiculous. We both spent two hours last night trhing to trouble shoot this.
