Blocked from making Purchases

I am trying to purchase Rocket League through xbox.com but keep getting this error message.

Purchases are blocked, so you’ll need to change the setting to buy this. Go to account.xbox.com > Xbox settings > Privacy & online safety.

I have clicked through to my privacy settings but there are no categories that link to purchases whatsoever.

Even when i turn all the available settings to allow - i get the same message.

Xbox - could you please be more helpful in directing me to where the problem is.

Account blocked from making purchases

When Assassin's Creed III was on sale for $14.99 I attempted to purchase it on the website.It gave me an error message that read "sorry, please try again later." After that message I was able to make 4 additional game purchases. Later that night I was unable
to make any purchases at all so I contacted chat. They couldn't figure out why so they escalated my case to T3 and yesterday T3 informed me that my account is disabled from making purchases and gave me no reason. I've been trying to use my debit card which
has matching billing information as whats on the account, I just recently purchase a new Xbox 360 E console and transferred my licesnses to it without any issues. On an odd note, I was able to buy 400 MSP but unable to spend them, get the same initial message
to try again later. I was able to spend Microsoft points last week and that was after this issue began, so nothing is consistent. I just want to know why what's going on with my account and why.

I'm sorry to hear you're having issues making purchases. Let's see what we can do to get things sorted.

The first thing I suggest is to head over to
commerce.microsoft.com and make sure that all of your billing information is accurate and up to date.

Once it is, you'll need to use the
Contact Us page to set up a support call with a billing specialist. They'll probably escalate you to T3 again since you've spoken to one before. Once you're speaking with a billing specialist, be sure to ask them why your account is blocked from
making purchases and what you can do to resolve any issues.

I would suggesto you to consider the following points in order to find out what's going on there:

1. Your xbox live account is from an adult and you are not part of a family account with restrictions https://support.microsoft.com/en-us/instantanswers/a60c2717-41c0-d08d-e844-2aa8f16a2ec7/change-your-child-s-xbox-privacy-and-online-safety-settings
2. The console you are trying to buy a digital game is your home xbox.
3. If this Xbox Console is from a friend, make sure his profile has no purchases restrictions from other users. Guest Account Content Limits | Xbox One Security
4. Check the marketplace from your Profile Region has no restrictions. The best way to make sure this one doesn't happen is to have a profile registered from a supported Country i.e: U.S.A.
5. Maybe and let's hope not you are incurring in one of the points described in this link
