Block a minor from making purchases on Xbox 360

My son set up an account and I gave him permission to debit his monthly subscription off my credit card. I am being billed for FIFA credits, which he says he is not purchasing. I am trying to block his account for purchases. I have followed "advice" and
made him a child on my profile. I cannot un-link the profile from his cell phone (so he can change all settings again), and the only option in the family tab is to add or remove a child. I do not see options to limit their spending. Is my only option to close
the account?

The only other thing you could do is to remove your credit card from the account. You can use prepaid cards for his gold subscription (which are usually cheaper anyway).

I would suggesto you to consider the following points in order to find out what's going on there:

Your xbox live account is from an adult and you are not part of a family account with restrictions https://support.microsoft.com/en-us/instantanswers/a60c2717-41c0-d08d-e844-2aa8f16a2ec7/change-your-child-s-xbox-privacy-and-online-safety-settings
The console you are trying to buy a digital game is your home xbox.
If this Xbox Console is from a friend, make sure his profile has no purchases restrictions from other users. http://support.xbox.com/en-AU/xbox-one/security/change-content-restrictions-for-guest-accounts
Check the marketplace from your Profile Region has no restrictions. The best way to make sure this one doesn't happen is to have a profile registered from a supported Country i.e: U.S.A.
Maybe and let's hope not you are incurring in one of the points described in this link

I understand your frustration yet the rules are clear:

1) Even if you could pass credit on your son's account he can't make purchases from a minor's account

2) You can purchase 360 xbox games with BC only through a credit card
