    According to the in game instructions what you need to do is form the additional convoy. The crew is then made up from the townspeople automatically, including the Captain.



    Also you need to make sure all ships are in a convoy If they're alone in the harbour they will not crew up.

    Marketed for adults but made for children.

    ^^Yeah, I agree, my in real life building clearing tactics would probably put me in the top 1% (in real life) gunfights and tactics (due to over 12 years in law enforcement and a full time SWAT team member), but in game, not so much skill for me.
