Yes you can try to get the refund is via the refund form:

Here you just have to follow all the requirements in filling it out, and then wait for an email with the refund response.
and it can take up to 72 hours.

Being a disc owner of the game I can’t upgrade to the vault edition so I got my refund issued.

But if I buy the Blackcell battle pass on the in game menu, I can use that still right? It doesn’t say anything about digital only for that one

When it comes to missing 1100 CP and Blackcell Operators in Call of Duty, you may need to wait for the release of Season 1 Battle Pass.

This is written on the note of the game support article:

The Battle Pass, Call of Duty Points, and Tier Skips will be available in Modern Warfare III once the Season 1 Battle Pass becomes available in the game. Use of the Battle Pass only applies to the Modern Warfare III Season Battle Pass.

I dint think it's available yet until the new season starts. That's what I've read elsewhere because I'm having the same problem aswell
