Black Ops 4 might not be available on the Xbox Store in your region. If that is the case then your only option would be to purchase a disc copy of the game.

I almost sure it was, and these days it´s not: "Call of Duty®: Black Ops 4 no está disponible actualmente." in english: "Call of Duty®: Black Ops 4 is not currently available."
