Bioshock on Demand Issue

I've been having trouble trying to download the game Bioshock. It goes up 4% before "Can't Download" pops up. I have looked through the forums for solutions and none of them work.

To answer any questions:

Yes, I've tried the steps involving deleting content cache and clearing system cache but nothing.

Yes, I've used a different hd to download. In fact, I've recently bought the 500gb hd for my system along with the transfer cable, so I've been following the steps up to the license transfer. I've tried to download on my old 250gb hd as well and still nothing.

Yes, my internet is working fine and I can download other games without a hitch.

If there is a solution that I haven't mentioned, I like to know. If not, can you look into the problem before this title becomes Games with Gold.

a buddy said he downloaded Bioshock 1 on demand for $20 and that there was a sale.

I don't know, just wish I could see what was on sale.

 

Does this game On Demand have MP?

It must be a typo, because Bioshock 2 on demand does have multiplayer, and its actually fun.

Yes it does. My region is US and after looking around the forums, the problem occurs when Bioshock goes on sale at a reduced price.

I had a similar situation with Alan Wake. Purchased on sale, downloads just fine but after the sale, going to the game on the marketplace shows up 19.99, as if never purchased. Works with DLC, can still get it through download history as a work around which
is why I didn't post about it.

As far as I know, you guys probably move files around during sales, and something got overlooked.

 

Are you talking about a territory or military base or continential us?

If not confidential that would be why
