It's been like this since the beginning but might have something to do with the fact that we get reward credits so it would be like Microsoft paying for the bill themselves

But i added the amount required to pay for the subscription to my balance and it won't let me pay for it which it should

It has been that way since Xbox Live Gold started Xbox on the the Original Console. The reason is most likely due to you agreeing to let Xbox take the Fee Month or Yearly but the funds could not be taken from the card that it's set to.

Unfortunately, you cannot use the Canadian funds from a profile that is set in the US (or any other region). If you were to migrate your region (support.xbox.com/.../change-region)
to Canada, you should be able to access the funds. However, keep in mind that by doing so, you could potentially lose access to some of your US content and any US funds in your account. You can also only migrate your account region once every 3 months, so
it would be some time before you could change it back.

You can try contacting support, but generally it can't be transferred. The currency from gift cards are made for the region the card are made for. So cards from different countries won't just adjust to US currency.
