BILLED TWICE when I purchased Minecraft through the Xbox App (PC)

I only did one transaction but my banking statement has two withdrawals of $39.95. I later requested a refund which has been processed, however I am now $80 down without a game licence and fearing I will only get half of it back. And the fact that I can't reach an actual person through the phone service is appalling. Can someone please help?

Are you able to see both charges in your Microsoft account order history or only one?

I ask this because in some cases the first / bad purchase is reversed automatically if something went wrong

UPDATE: I got the full amount back, problem has been resolved.

Minecraft is not available through Game Pass for PC. You would have to purchase Minecraft for Windows 10 in order to play it on PC. If it's not working through the website, you can try through the Microsoft Store app.

When you say that you've "Migrated it" are you referring to migrating your Mojang account to a Microsoft account? Do you own Minecraft for Windows? If not, you will have to purchase Minecraft for Windows as Minecraft is not an Xbox Play Anywhere title. Currently, purchasing Minecraft for a console does not grant access to Minecraft on Windows and vice versa. If you are currently subscribed to Xbox Game Pass Ultimate or PC Game Pass, you will have access to Minecraft through the Xbox app on PC.

You would have to purchase the PC version in order to play on the PC.

In order to purchase a game on the Xbox or PC and play it on both without purchasing it twice is if the game is a Play Anywhere title. Unfortunately Minecraft is not a Play Anywhere title.
