Sorry but your gamertag does sound like it went against the ToU and CoC of the Live service. It was a forced name change and if you want to change it again you would have to pay the price to do so. If you wish to change it to a similar name or something
else that would go against the ToU or CoC then you would run the risk of having your tag banned from the service for multiple infractions.

I don't think it will let you change the caps because the system will see the gamertag as already being assigned. Even if you could change it you would be charged for the change.

If this is your first Gamertag change you will not be charged. Any changes to your gamertag after that will incur a charge.

Microsoft used to allow people to change their name for free when it was force changed but too many people would abuse that gesture and make a gamertag just as against the terms of service as their previous gamertag or worse.

So because of that Microsoft eventually decided to start charging to change your gamertag again after it was force changed due to the amount of people abusing the previous way of doing things. Players would be less likely to change their gamertag to something
against the rules if their was a price to pay for doing so.

That being said you can blame the players over the years who abused being allowed to change their Gamertag for free when force changed for that new policy.

I think you need to allow her online purchases for this as changing a gamertag is being charged. So allow this to her account and set up the restrictions back after changing it.
