Battlefield 4 goes to 17 percent, and then stops

So I bought Battlefield 4 yesterday, and I went to install it (note I was connected to the internet) As soon as it got to 17%, it said the installation stopped. So I tried to retry but did not succeed (obviously) I read on the forums that I should 1.Disconnect
from the internet 2. Uninstall the game 3.Take the disc out and then put it back in 4.Reinstall it. But this still did not work. However, I first noticed there were white marks that seemed like Whiteout around the rim of the CD, so I cleaned it off. Is there
anything I should do? Should I return the game? The disc seems to be in goor condition too, other than that weird mark on the disc.

Moving files to a new External Hard Drive, and I keep getting "Installation Stopped!" very frustrating

I just installed my external hard drive, and got the same problem. Trials fusion stops at 17 percent, but all the expansions do just fine. I tried clearing persistent storage, and then power cycling to only get stopped at 17 percent again.

 

Game not downloading (installation stopping. Why havent I gotten an answer back yet?

Downloading Battlefield 4 and it keeps stopping at 19 percent and then when I retry, it goes down to 16 percent. I tried doing this offline and it still doesnt work. My internet seems to be okay too.
