banned from xbox live after already being banned from communications?

on 6/12/17 i was suspended from communications. thats fine with me, as its not the first time. however today, about an hour ago,i was banned from xbox live entirely, for two weeks, for harassment. how is this possible when ive already been banned from contacting
anyone? why was it fine and dandy for me to continue using xbox live for 2 days with no issues before someone decided to suspend me outright?

whats even better is how theres no contact line for the enforcement team. i submitted a claim review, but im a tad impatient considering i have nothing to do until its reviewed. im sure this is a frequently asked question, but id just like someone to shine
some light on why its acceptable to ban someone from using ANYTHING (youtube, netflix, etc) when ive already been prohibited from communicating with other players.

I got Banned for harrasment even though my account was banned from messaging 2 days later

My account got banned two days later after being banned from messaging then I got banned for harassment and I cant go on xbox live even though when I was reported I was asleep

You might still be able to play single player offline. Though you will most likely get banned from Xbox Live until the game releases (important bit being you are unbanned after the game releases), if they see you are online while playing it.

 

heres a cute line from the emails they send: "Additionally, the duration of your enforcement and impacted Xbox Live features are subject to change without prior notice by the Xbox Live Policy & Enforcement Team if we discover additional evidence of violations."

what a convenient "note" to add. so basically, if they make their enforcement decision, and then a week later someone files a complaint on a week old message, they can step up the level of enforcement without any kind of notice? sounds pretty ridiculous
when you cant even contact these people like human beings. what a professional way for a multi-million if not billion dollar company to handle its online interactions.
