Bank authorization

There could be an issue with the card or bank authorizing the use of the card. I would also double check to ensure all information is correctly inserted.

It is not your card, you are correct, it is most likely the bank institution that is not allowing the card to be authorized by Xbox services. You'll have to contact the bank to get this situated out. The problem is that it won't authorize, the fix is to
get a hold of the bank and make sure they authorize Xbox transactions

if 10.04 mxn is 1dollar US then those are authorization charges

either contact your bank and see if they allow for online puirchases and reoccuring charges or contact support in your region

authorization charges are refunded after being held by your bank within 24-48hours

if you get authorization failure, please contact your bank department for them to activate or authorize the credit card you used. If you get that error, that means that the card have not yet been authorized by your bank department to be used for online purchases
