    The promotion is for new members only or folks that haven't used one previously. If it goes to fulll price like that it means you're not eligible for it.

    Like with many other services, special offers are done to attract new customers, existing customers are most often excluded from such deals.

    It's nothing new. Cable and TV providers do it all the time.
