Because of backward compatibility you will be able to join parties, join games but only the xbox 360 game you have started up.

If you Pre-order Fallout 4 as a download through the Xbox Store, Microsoft will send you a code within 7-10 days to download The Xbox 360 version of
Fallout 3.

Pre-order Fallout 4 at retail, and you'll receive the

While it is true that backwards compat is on hold. Every backwards compat licensing has to approved by the developer for that game to approve the ability of backwards compatibility. There are some developers unfortunately that will not allow there games
to be backwards compatible .

If it's not backward compatible then it's not backward compatible and never will be as they stopped updating the emulator years ago. The only Robotech game that is backward compatible is Battlecry.
