Authentication error

I am trying to link my xbox account to my bungie account to access clans but I keep on getting the authentication error where it says

"Authentication Error

We were unable to sign you in with your Xbox Live account. Please visit xbox.com and sign in to verify/update your Xbox Live account.
This error usually indicates that your Microsoft account has no Xbox Live Gamertag, or that your account must be updated in some way, such as agreeing to an updated terms of use."

Could anyone give any advice on what to do as I am stumped?

i have a issue with bungie when i try to sign into my bungie.net with my xbox account it gives me a authentication error saying to visit xbox.com but when i sign into xbox.com its normal and nothing is wrong with my account
