Assassins Creed Syndicate Unable to Start

I called and chatted with Xbox support a few months ago and was told a system update might fix this but that's come and gone and this is still an issue so I'm revisiting this. This is a long post but I just want to detail everything I've tried. Basically,
I've tried everything and the game isn't able to load the main menu.

Details below.

A while back I purchased Assassin's Creed Syndicate. The game does not start for me. Basically when it loads and gets to the Ubisoft logo, it crashes and goes back to the home screen (so I've never seen the main menu). This is the issue: the game will not
start. There is no error message. It just crashes to the home screen as if nothing happens.

Things I have tried:

1. Uninstalling and reinstalling (also tried this offline)

2. Hard reboot (both holding power button and also unplugging console)

3. Cleaning game disc (note: this is irrelevant as I eventually got the digital version and still had the same issue)

4. Uninstalling/reinstalling the game to the console hard drive instead of my external hard drive as usual (also tried this offline and online)

5. Resetting console to factory/default settings (this created a headache because you have to reset all the normal settings...you don't really realize what some of your settings are until you have to set them again)

I originally got the disc version. Back in July on the July 4th sale I got the digital version instead and still had the same issues. I've been on with Xbox support, both phone and chat, and I've downloaded and redownloaded the digital version and gotten
it refunded a few times too. The normal troubleshooting steps here tell me to go to Ubisoft. I went there and they had zero clue what was going on and I was told it wasn't their problem because they didn't sell me the game (i.e. I didn't buy it from their
store). They told me to come to Xbox Support and didn't believe me when I told them Xbox Support sent me over to them. I later called Xbox Support and they just told me to go back to Ubisoft.

I was then told by someone from Xbox Support that they'd had this issue a few times (during the summer) and it would be fixed in a future update. We've had a few updates since then (I think? At least one system update) and work has finally died down to where
I'm ready to play this again.

However this issue still happens. I admit it wasn't the most certain thing that it would work after a system update but I tried anyways. I haven't got back on with Xbox Support or Ubisoft Support this time around because that was a waste of everyone's time
last time (definitely a waste of Xbox Support's time to have me call for an issue they've told me can't be solved earlier, I don't want to clog up the wait time).

So I wanted to see if anyone else has had this issue? Has there been any fix to it?
